THE REV. PATRICIA J. PAYNE

Vision for Ministry: My vision for ministry as a Pastor in the Evangelical Lutheran Church in America is to bring forth Christ’s forgiveness and reconciling love in the world by strengthening and empowering the faith of those who are already in the church and by seeking new ways to bring Christ’s message to those who are outside it.

Education: Master of Divinity, Lutheran Theological Seminary at Gettysburg; University of Maryland College Park, B.A. (history & political science); University of Maryland at Baltimore, M.S.W (community organization).; Sellinger School of Business, Loyola College, M.B.A.

Seminary Internship: Phinney Ridge Lutheran Church, Seattle, Washington

Prior Leadership Positions in the ELCA: Vice-President of the Delaware-Maryland Synod and Chair of the Synod Council, 1991-1999.

Prior Professional Employment:

  • Secretary and Deputy Secretary of the State of Maryland’s Department of Housing & Community Development (DHCD); Chief Financial Officer and Director of Rental Housing and Home Ownership Programs (DHCD);
  • Member of the Cabinets of Maryland Govenors Paris Glendenning and William Donald Schaefer
  • Commissioner of Housing & Community Development, City of Baltimore;
  • Senior positions at the U.S. Department of Housing & Urban Development and the Baltimore Regional Planning Council
  • Adjunct Faculty, University of Maryland School of Social Work

Board Memberships and Appointed Positions (Past and Present): Board member and Chair of the Facilities Planning Committee, Waldorf School of Baltimore; Member, Board of Advisers, University of Maryland School of Social Work, Board Member, Community Action Network of Baltimore County; Chair, Maryland Heritage Areas Authority.

Family: Husband – Rev. Norman O. Payne; Children – Two adult daughters, Demaris and Melora; Grandchildren – Margaux, Corinne, Sophia, Stella.
